VaticanNews (26.07.2023) – Thông qua một phúc chiếu được công bố ngày 25/7/2023, Đức Thánh Cha đã lập Quỹ (Đức Hồng y) Văn Thuận, để thay thế hai Quỹ được thành lập trước đây là “Người Samaria nhân hậu” và “Công lý và Hòa bình.”
Phúc chiếu của Đức Thánh Cha có hiệu lực từ ngày 25/7/2023, theo điều 120 triệt 1 của Bộ Giáo luật, hủy bỏ hai Quỹ “Người Samari nhân hậu” và “Công lý và Hòa bình” và thành lập Quỹ Văn Thuận để thay thế. Quỹ mới này được đặt theo tên Đức Hồng y người Việt Nam qua đời năm 2002.
Quỹ “Công lý và Hòa bình” được Đức Biển Đức XVI thành lập vào năm 2007 với chức năng chính là hỗ trợ các sáng kiến nhằm cung cấp viện trợ nhân đạo cho các nước đang phát triển để thăng tiến người dân nghèo, bằng cách tài trợ học bổng cho sinh viên các khóa học về Học thuyết xã hội của Giáo hội. Ngoài ra, Quỹ này còn tích cực cộng tác trong án phong chân phước cho Đức Hồng Y Phanxicô Xaviê Nguyễn Văn Thuận.
Trong khi đó, Quỹ “Người Samari nhân hậu” được Thánh Giáo hoàng Gioan Phaolô II thành lập vào ngày 12 tháng 9 năm 2004 để giúp người dân chống lại các bệnh như AIDS, sốt rét và bệnh lao, đặc biệt là ở Châu Phi.
Từ năm 1998 cho đến khi qua đời, Đức Hồng y Phanxicô Xaviê Nguyễn Văn Thuận là chủ tịch Hội đồng Giáo hoàng về Công lý và Hòa bình. Trước đó nhiều năm, ngài đã bị giam giữ 13 năm trong các nhà tù của Việt Nam. Án phong chân phước cho ngài hiện đang được tiến hành.
Trong phúc chiếu, được phê chuẩn trong buổi tiếp kiến vào ngày 3/7/2023 dành cho Đức Hồng Y Michael Czerny, Chủ tịch Bộ Phục vụ Phát triển Con người Toàn diện, Đức Thánh Cha cũng ra sắc lệnh rằng, trong khi chờ ban hành các quy chế mới, tài sản còn lại của hai Quỹ “Người Samari nhân hậu” và “Công lý Hòa bình” được chuyển giao cho Quỹ Văn Thuận mới được thành lập.
